House was built in 88 This was the only window with one of those plastic covers over it. It was also the deepest well.

The wall in the basement looked fine, however the baseboard has something going on with it, but I'm not sure what.

Whatcha think???

I think that's a water-damaged baseboard that someone tried to fix with some kind of patching compound such as Fixall.

I think that they put the dome there to stop the leaks that come in from the well. It might actually work.

I would have recommended opening the wall to determine the extent of the damage.

Thats what I thought you would say..... I forgot to mention that the room was empty, except for one old dresser. I'll give you one guess where it was parked.[:-eyebrow
