Hall lights with no switch and a dryer connection

This was a first:

New construction, long hallway to the garage it has two wall sconces with fluorescent bulbs. Lights are on and no wall switch is present to control them.

Second item was a electric dryer connection that was 56" from the floor. My theory was they cut the line too short. I have never seen one that high.

Ya'll know the considerate builder was jus helpin the new sucker---uh owner

The lights are cheaper & Safer to run if you leave them on & it's easy to plug the dryer in now. We all know the owner will move it weekly to clean every week any way.
