What is the purpose of this wire?

This is a sub-panel in a detached garage. I don't understand what this wire is doing here. Is it somthing that needs changed?

They only ran one leg of power to the sub panel. They used the short wire to jump from one bus to the other so they could get power from both.

Those lugs probably aren't rated for such small wires.

Only one conductor should be in that lug.
