Anyone have a problem with this much foam in the panel?

The only two issues I can think of (other than sloppy and ugly):

1)Derating of the cable - which may be negligilbe given the small length of wire actually encapsulated.

2) Foam product attacking the viny sheathing of the cable.

So putting a combustible material inside a panel enclosure doesn't rank up there?

Looks like there was rodent intrusion at one time. (Dark stains on the bottom left and the chewed insulation on a few of the black wires). Some Darwin award candidate probably did that to seal on open knockout.

I don't think the panel has to be replaced due to some foam insulation, but they will have to get an electrician to clean it out.
