Attached is picture of a charred dialectic union. I noted carbon debris and rusting on top of water heater and attributed this back drafting. Is the charring a sign of back-draft or another issue?

That be backdraftin', mate.

It's not "charring"; charring is reducing something to carbon or charcoal through incomplete combustion. That's just plain old rust and corrosion, caused by the corrosive moisture (I think it's the sulfur dioxide) in the combustion gas.

Dielectric. 1. a nonconducting substance; insulator.
