Sylvania/Zinsco breaker with two terminals?

I have never seen a Zinsco breaker with space for two lines. I'm pretty sure it was made this way as each has it's own lug, but I just want to confirm. Anyone else see a breaker like this?

Seems there may be two "vintages" of Zinsco beakers(?). Most 2-poles I see have the lugs side by side (as in the 25-amp below), but then there are these.

We ran into them in the Wickes line of modular housing from mid 80's. Not common.
