Top lever rotates and diverts flow up to shower head or down to body sprays. Lower lever is temp control. Both must be pulled-out to get flow to either. Either can be pushed off and all flow is off. Why must both levers be pulled-out to attain flow? Seems like only bottom level would/should control on-off flow.

I hate those damned things. I had one once where the friggin' nozzles were aimed straight out the door. Wanna quess what happened when I reached in and pulled the wrong lever by mistake? [:-gnasher

Unless the manufacturer designed it that way, (I can't see why), I bet they pulled the cartridges to sweat in the fixture and someone fudged it up and didn't put it back together correctly.
