two main panels

In todays inspection there were two main panels. Each had their own SEC that came from the meter. Each had their neutrals and grounds bonded.

Since they each have their own entrance cable, is it ok to consider them as independent, and there not be a problem with both being bonded?

BTW, each had their own problems but thats another story.
