Hi,

Well, I think it makes sense that they should be entitled to splice it when necessary. Sooner or later, every roll of wire runs out and leaves an odd-sized length of cable that's too short for the next application. if they couldn't do that they'd be left with a mountain of cut-offs worth a lot of wasted cash.

As Brian said, the electric utility is God when it comes to electricity. If anyone wants to question them be my guest - I've been down that path and it wasn't an enjoyable outcome.
