Vent Stack Cap?

I came across this a couple of days ago on a house that's 10 years old...this is the only vent stack on the house and it's completly sealed....would'nt you think that the interior would start smelling bad?

Maybe they want to trap and use sewrer gas as an alternative fuel source. Was there a washing macine gray box? Those usually suck the p-trap dry.

Water will drain, but slowly and reluctantly with the sytem gurgling as it pulls air from other sources.

I see that a lot around here in some of the newer developments (15 years newer??). Plumber just never went back and removed the cap after the pressure test.
