And then this, to prove they exist. http://doityourself.com/store/6065577.htm# I'm not saying the ratsnest panel is OK...as you pointed out, the label will tell. And...it does seem that some manufacturers do have 40 circuit limits for some panels. I'd just never heard of a hard and fast 200/40 225/42 rule.

[:-dunce] I sort of wonder about Cutler-Hammer though. They have that other double-tap breaker on the market, but unlike the Square D the lug looks totally generic...like they just grabbed one out of stock and went for it. Good find Richard.
