In an outbuilding I have had to replace ordinary 15 amp switches more than once. They are rated now for frequency of use. Has their design become so refined that their obsolescence is measured and predicted by number of flips?

Cheap, bulk switches have been crappy since the 1970s - especially Decora switches, which seem to come out of the box defective about 10% of the time.
