Can you identify this insect debris in a window? The last photo shows damage to the window frame above.

There's also something on the inside on the crank. It's been cleared away but keeps coming back. 

The house was built in 1988. These are Anderson windows. I have no reason to believe there wouldn't be flashing.

Looks like general dust & debris sifting out from the gap between the window frame and the window casing.

Seriously? It's just as easy to omit flashing on an Anderson window as it is on any other window.
