I found one in an early 20th century luxury apartment building.  Each rack had a number stenciled on. I've seen a couple in very large, gilded age mansions - the type that have a live-in staff.

Marc has got it. My scant knowledge of this contraption is that it was used to dry – and maybe steam – clothing and linens. Bill may elaborate more.

Ejager Is right also. I will bet some clothing got burned in the process.
