Low voltage switches?

What do you suppose all the switches might be for? This was part of a 2500 ft.² condo in a high-rise.  All the wires come out of a gutter that I did not open.

Whatever it is...that's a toroidal transformer in there, common in audio circuits because of its superior performance.

The switches might be for choosing a particular toroidal tap over another, say, for impedance matching, like 8 ohm, 16 ohm speakers, etc.

I see speaker wires and that matching transformer with multiple taps. An over-the-top, built-in sound system is a good guess.

I started to guess that it was part of an alarm system but reread the description where you say this equipment services just one apartment. Another example of lunatic megalomania.
