If you pull the plastic cap off the threads I think its some kind of expanding plastic plumbing plug.

It was painted, but I'm pretty sure it was. The black part felt like rubber.

It looks like a mold. Don't know what it is exactly though.

I'm with BK.. looks like a rubber cap for a threaded antenna connection (CB, ham, maybe one of those cell-booster things..???)

Was there an exterior basement stairwell below that thing? Could it be a painted metal flange where some kind of railing was made using thin galvanized pipe anchored to the wall at a pipe flange above the inside end of the stairwell wall?
