It says "Not A Fuse" on the blue thing. I don't understand.

Right, they could be slugs, so there would be no fused neutral.

Or WAG - Those could be breakers with reset button in that hole, made by Bryant.

I explained that the switch was a 'fused-neutral' switch but 'devices' have been put in place of the fuses that eliminate the 'fusing' aspect.. I told them to change the switch out because there are 'live parts' in this box when you open it..

Those are cool looking little guys though... aren't they?
