Does it make any sense to install an expansion tank near the water main? The WH is located about 10' away. There are no back-flow valves at the water supply and the main heat is forced air.

It would still function as an expansion tank, but it is not a proper location assuming that the water heater has a shut-off valve in the supply. My only other thought is that they were trying to deal with a water hammer issue.
