I don't believe there is anything in plumbing codes regarding pool piping, but I did not look this up.

There may be some standards out there regarding pool construction, but I am not familiar with them. I am a bit familiar with pool piping, having just fixed mine last week (after spending a month last fall finding where it was leaking).

A question was raised on a pool forum and I didn't know if the plumbing codes had anything. My thought was that they should be at least below the frost line in cases of frost heaving, even if you winterized an drained.

The only reg I am aware of is the propane line to the heater, which has to be 18" around here an the electrical lines. I simply blow out my lines and plug them. No problem with freeze damage in 30 years with the pool. I did have a problem with insects eating through the flexible pvc lines for a period of time.

Generally actual frost depth is far less than requirements for foundations.
