kurt Posted May 2, 2015 Report Posted May 2, 2015 My municipality has a utility installation guideline, not a "code", that indicates access should be provided to equipment. I'd imagine that's kinda universal.

This is the fitting at the uhm... right side of the meter if the picture were upright. Codes require "taper thread" pipe and fittings. The thread protectors are not tapered, and are prone to leakage.
