Not completely sure if the u designation allows for underground burial without an approved raceway. Also is there any plug ins that are designated for direct hook up like this. I don't know what the U signifies, but it probably doesn't have any bearing on your question. That looks like NM cable, but it doesn't really matter in this case. There's no cable that listed for that kind of use. Any cable - even one listed for direct burial, would need to be protected by conduit where it emerges from the ground. As far as I know, that plug is only listed for use with cords, not cables. It's safe to say that the installation in the picture is wrong in every way.
