ground source heat pump question

Trying to think of any reasons why A/C on a ground (water) source heat pump could not be operated when outside temp is below 60-65 degrees and the same with heat side above 65 degrees.

Beings it does not have an outside condensing unit???

Inquiring minds need to know??

If the groundwater-based condenser and all refrig lines are within the insulation envelope of the house then I see no reason why you couldn't safety operate the AC under those conditions.
