Incredible what gets done. The plastic box had a legit ground available. Instead of connecting the small section under the wire nut of the equipment ground, they did this. Look at the effort to conceal the deed. With it bent flat behind, it was not visible until I removed the receptacle.

The reason I pulled the receptacle was to look for presence of 14awg. My concern was that the main panel had no 15amp circuits. All were 20amp or higher. I did find 14awg in the attic and 14awg thhn used as extensions for neutrals in the panel upgrade.
