Home built in 1989. Water supplied from shared well. Copper branch lines. All fixtures have Qest valves/angle stops installed. No evidence of leaks now or previously. Due to the issues surrounding this particular brand, should the recommendation be replacement?

For liability reasons, yes, although not all of the issues with PB manifest in every installation.

Aren't the PB valves made up of the same acetal type material which is the main concern for failure in the fittings of PB distribution systems?

Chrome plated brass compression angle stops are less than $10 each.

Why would you not recommend they replace them?
