Is this an underground oil storage tank pipe?

Gents,

Inspected an old century home (built in the '30s or '40s) the other day and came across this pipe in the ground. Looking for opinions on what it is before I write it up.

it is a piece of pipe in the ground. likely not a fill pipe for oil tank. looks like a makeshift grounding rod.

Yup, too small for a vent pipe.
