It's a run capacitor for the blower motor. Capacitor-start motors have more power than shaded-pole so they're the motor of choice for blowers. For condenser fan motors too. A capacitor-start motor won't run without the capacitor unless you physically give it a head start. After that, it'll run but with less power and less speed for a given fan blade.
