As a contractor, I run from jobs like these. I won't even bid on them. No one likes what the previous contractor did for them and they'll dislike me no less once I get involved. No thanks.

It looks like the plan was to cover it all up and make it go away, but then some other distraction came along, too bad.

Pulling it all out won't take long, but labeling every circuit and putting it all right will be a chore.

I don't know if I would have even bothered opening the panel. Then again curiosity might have gotten the better of me.

I open all the panel I can. Got to see if anything is wrong with it on the inside.

This was done in 2005 by one of the bigger companies in the area.

While it is certainly a mess, that installation like on the right panel is allowed with the conduit sleeve. There are conditions like draft stopping, a fitting at the top and cables being secured also.

No fitting on top and the cables are not secured.
