I need help with these 2 rooftop heat pumps- I'm thinking the one is 1983 and the other is right around the same age.

Nope,

The first picture is 26th week of 1991 and the second one looks like it's the 7th week of 1983. I can't make out the first two digits very well.

It'll be the 2nd two digits of the serial number in both cases. As Mike said, 1991 and ???. Looks like either '83 or '88. I'd pick '83, because they probably wouldn't have had a screwed-on metal plate in '88.
