Not that they are, but the label on the panel cover might give the new owners a wrong impression. I don't know if it is a harmful practice to flip the breaker that much, but I know it's not designed for that, where a light switch is and is also cheap to replace. The label should be on the light switch, and if it was, you wouldn't be wondering what it was for, either. []
