New method of grounding-wtf

I have no idea why the ground conductor was pulled out of the cable and run into the panel box like this.

Some guy had to take 'think outside the box' to another level. []

My guess is, he clipped it too short to reach the grounding bus, so improvised a short cut. That's a bit too clever. Fail.
