brown sticky dripping down walls in house

what could be brown and dripping down from ceiling of my home. It is a little bit sticky. I also see it on the ceiling of my living room. We had a new roof put in about 6 years ago. It's a semi-flat roof. Could it be from the roof paper or the new wood put on first? I also see dripping occasionally from wood rafters (uncovered by drywall) in the garage

It could be a few things, with roof ooze, wood sap, or other construction related glop being likely.

Is there a smoker in the house? I see brown sticky crap running down walls on tobacco people's houses.

Post pictures, it would help.
