As I recall, the prohibition on overcurrent devices over stairways didn't make it into the NEC until the 2008 edition. I'm not sure that it's ever made it into the IRC. So, no, it was ok in 2007.

Phillip Posted April 2, 2012 Author Report Posted April 2, 2012 I just believe that working on electrical on an uneven area is a bad ideal. The hand rail will give them something to grab on to when they fall. By the way that is the steps from the garage to the interior.
