that it is installed right.

I wrote up the lack of a kick out at the roof to wall connection.

It was not repaired on the first re-inspection.

This is what it looked like on the second re-inspection.

The builder says it is installed right and is going to put it in a letter that it is correct along with his name and builder license number.

I still will be writing it up as WRONG.

Wow! I include this picture if I recommend kickout flashing. I don't think I've ever seen it installed right. Most of the time its field manufactured which in most cases is wrong too.

I say that when there's vinyl siding installed, there's no way to do kick out flashing properly. There's lots of flashing that can't be done properly on vinyl.
