I know California's prisons are overcrowded, but that's some scary work release program!

BTW...I wonder if Charlie actually means tandems or half size double (twin) breakers 'cos I can't see why the number of regular double pole breakers would be an issue in any panel.

I don't think there were any regular singles in that panel, all doubles and tandems, and it was one of 4 panels all of which were wired incorrectly.
