I'm not Donald, but here in Austin I see both 15amp and 20amp lighting circuits. It's not a code thing. I presume some electricians just prefer to stick with 12ga wire and 20amp breakers.

We do not have AHJ's in the counties here. Even in Houston, the AHJ is blind and deaf.

I guess it's up to the sparky putting in the service panel as to what he uses. I see a lot of Kitchen and dining room circuits on 15 amp - 14 gauge wire also.
