The state inspector signed off on this electrical panel....could he have even opened it up, in addition the legend was completely blank. The house was new construction (one year old), home owner wiring.

I inspected a mobile home with a panel that looked very similar. They had taken the panel out to make some other repairs and it looked like that when they put it back. They bought the home and made a lot of repairs based on my report but didn't do anything with the panel. Go figure...

I'm not suprised. I've found MN state electrical inspectors to be pretty pathetic in general. I'm sure they know more than I do, but they do not seem to apply that knowledge or even bother to do their job.
