What is the proper name for the lug that is circled and what is its purpose? Maybe the answer to the first question will answer the second.

I'm writng up that the neutrals should not be connected there.

I call it the grounding electrode lug, or grounding lug. The union guys (mostly) call it that, so I do.

It's not that bad; if I wrote up every older panel that looked like that, I'd be condemning 99% of all panels.

I'd go with "grounding" lug, since the larger one next to it is the "grounded" lug. Pretty sure that's where the service grounding conductor is supposed to be; not those equipment grounding conductors (grounds) or the grounded (neutral) conductors.

If I've gotten it wrong, Jim K. or Douglas will be along shortly to set me straight.

In service equipment it could be used for either a grounding or grounded conductor. A grounded conductor that was too large for the neutral buss could be installed there.

That lug is only listed for use with one conductor.
