It's a damp location because of the openings but not a wet location because rain will not contact it. Only enclosures in wet location are required to be weatherproof. Marc

It won't be exposed to liquids or splashing, or rain, snow, or sleet. Of course, the panel shouldn't be in that cabinet in the first place.
