I'm not aware of any requirement. I know that I call out a lot of gutters and downspouts that are too small nowadays.

Like Jerry said, it depends on the roof size and design.

Jerry equates the downspout answer to porn (I'm pretty sure Alcoa does too) and Kurt calls it out a lot when it is too small. Hmmm. Since I am an expert from the gutter, I can answer equivocally, there should be at least one downspout per length of gutter.

I like it when I see that 30' section of gutter from the main roof on a colonial drain onto the garage roof and then dump into the garages 15' section of gutter before being fed out one downspout. Then, the downspout dumps it onto negative grade that wraps around the back of the house and up against the foundation.

And people wonder why they have a musty basement and an active sump pump.
