Jumper wire at water meter

If the electrical panel is grounded to the water pipe before the water meter, is a grounding jumper wire still needed at the water meter? And if so, why?

8 wire for a 100 amp breaker box.

6 wire for a 200 amp breaker box.

Yes, because other systems like the telephone or cable TV may be bonded to the water pipe after the meter and the jumper cable ensures a continuous path to ground.

Also, so there is still a continuous path if the meter is removed for repair.

And, all the meters in Chicago are being changed out w/ plastic models.
