It leaves a section of the machine supported from wheels at the ends that's long enough to allow the rail to be lifted and the ties replaced. One of my summer jobs was to act as a part of this type of machine. Myself and a couple of other kids took turns knocking the wood ties off the rail with a sledge hammer and jerking the old ties out from under the rail.
