  1. That's a epdm band-aid. There's no manual for this. The product is designed to be used in a flat roof system, not to flash the top of old step flashings. It may work for a while (probably won't) , but I wouldn't have wouldn't have a lot of faith in this detail. Just my opinion.
  2. pretty sure it's PVC as it appears to be welded to the edge metal, not tied in with cover tape. PVC has vinyl clad sheet metal available to weld to, TPO and hypalon do not.
  3. it is old Duro-Last, they didnt start dating their welded seams until ~mid 1990's. there's a chance it is still under warranty, call DUro-Last's warranty department with the building address and they'll be able to tell you more.
